We have been appointed to the Pagabo Major Works Framework with an anticipated value range of between £2 billion and £10 billion over the maximum six-year framework duration.

Launching in April 2020, it is the second iteration of the Major Works contract. The framework - which is open to all public and private sector organisations - is split into three project value bands across seven UK regions and includes a core and reserve list of contractors.

We have secured appointments across the UK in:

  • Lot 1 £5m - £15m in Scotland and Northern Ireland, with a reserve position in North England
  • Lot 2 £15m - £30m in Scotland, Northern Ireland and North England, with reserve positions in the Midlands, London and South East regions of England
  • Lot 3 £30m+ in Scotland, Northern Ireland and the North, Midlands, London and South East regions of England

Jason Stapley, managing director at Pagabo said:

“We were delighted by the number of contractors responding to the tender. The first iteration of the Major Works Framework has seen double digit growth year on year, since its inception in 2016. In 2019 alone, we’ve delivered £833m worth of construction projects for the public sector up and down the country.

“We believe its success is down to our customer-focused approach; we’ve made it our mission to simplify the commissioning process with technology and innovation, we place social value at the heart of everything we do and ensure full flexibility, OJEU compliance and greater choice for everyone wanting to use the framework.

“Contractors have recognised this and clearly appreciate this forward-thinking approach. To date, we’ve delivered more than £2 billion of social value across the country and we are investing more than £1 million into technology.”

The success will enable us to build on our existing position on Pagabo’s Medium Value and Refit and Refurbishment Frameworks.

Speaking of the outcome, GRAHAM’s National Framework Director Keith Hayes said:

“We are delighted to secure these positions on the Major Works Framework for Pagabo and look forward to continuing to work with them to deliver successful projects for their clients. This win further supports GRAHAM’s growth across collaborative frameworks nationally and aligns solidly with our company values to build long-term client relationships and make a difference through social value.”

To be considered for Pagabo’s Major Works Framework, contractors were required to prove strong finances, relevant experience and echo Pagabo’s passion for social value, supporting SMEs, and technology. Winning contractors were selected through a rigorous OJEU compliant tender process.

In order to provide greater choice for customers, Pagabo allows six core contractors for each geographical lot in every region. In addition to core contractors, three reserve contractors have been named to supplement the procurement process in each lot and region.

The framework’s first four-year iteration has seen the delivery of high-profile projects nationally, for clients including Liverpool John Moores University, St Albans District Council, Richmond upon Thames College, Merseyside Police, Birmingham Symphony Hall, National Royal Orthopaedic Hospital and Doncaster Council.
